Most of Richmond sits on Lulu Island and is permitted by the City of Richmond. Highway 99 and Highway 91 cross it and stay provincial, so work on either is a MoTI application.
Sea Island is the exception that catches people out. Vancouver International Airport sits on federal land under the Vancouver Airport Authority, and roads on airport lands are not the City's to permit. A closure that reads as a Richmond address may not be a Richmond application at all.
The practical test is not the postal address. It is which authority owns the piece of road the cones actually sit on.
